SERVICE AREA
White Earth Reservation Boundary. The following counties that border the Reservation boundary; Becker, Clearwater, Hubbard, Norman and Polk may be considered if they meet qualifying criteria.

WEATHERIZATION PROGRAM INFORMATION
The Weatherization Assistance Program (WAP) is federally funded through the U.S. Department of Energy (DOE) and U.S. Department of Health and Human Services (HHS) with additional support from the State of Minnesota.

White Earth Reservation has an ongoing collaborative partnership with MAHUBE-OTWA for delivering energy improvement weatherization services. Through this partnership MAHUBE-OTWA has been the Service Provider for the State WAP program at White Earth. White Earth Finance Contracting is actively working with MAHUBE-OTWA to become our own Service Provider to build and operate the WAP program.

If you qualify, the Weatherization Program may provide a free home energy assessment for cost-effective upgrades to income-eligible families or individuals to help save energy, reduce energy bills and make your home a healthy and safe place to live.

Potential Weatherization upgrades include:
• Exterior wall and attic insulation
• Air leakage reduction
• Furnace, boiler, and water heater repair or replacement

APPLICATION
There is no separate application for Weatherization. The Energy Assistance application remains the application used to determine eligibility through the WAPLink System. Before any home can be served with weatherization assistance it MUST have an Energy Audit performed. This provides data on where heat loss is occurring and guides the program to what type of weatherization improvements should be made.

ELIGIBLITY
Weatherization eligibility is determined in part with its companion program, the Energy Assistance Program, to help permanently reduce the energy bills for low-income families or individuals.
You MUST apply for Energy Assistance before Weatherization eligibility is determined. If you quali-fy, a local Weatherization service provider may conduct a free home energy assessment to determine if cost-effective energy efficiency improvements can be completed in your home.

NOTE: You will not be contacted until after your Energy Assistance Application income has been verified in the Minnesota State WAPLink system.

WAP may be available for any applicant approved to receive Energy Assistance. However, priority is given to enrolled members of the White Earth Reservation.
• Elderly Household member(s) (60 years or over)
• High energy consumption
• High energy burden
• Disabled household member(s)
• Household member(s) underage of 19

Recertification of verified income may be required due to lapses from length of time applicant was waiting for Weatherization services. Recertification must occur within 12 months of service.
